In my experience, reading aloud to a partner or to the whole class can develop confidence to talk to others. This works particularly well when there is a chance to practice the piece of reading several times. A student’s first attempt may be a little stilted, but on a second or third opportunity they often succeed in reading aloud clearly and confidently.
Giving students frequent opportunities to read aloud the same part of a text additionally develops their reading fluency.
